Howmeh Rural District (Persian: دهستان حومه) is in the Central District of Shirvan County, North Khorasan province, Iran. Its capital is the village of Amirabad,[3] transferred from Allahabad-e Olya.[4]

At the National Census of 2006, its population was 7,297 in 1,989 households.[5] There were 8,062 inhabitants in 2,285 households at the following census of 2011.[6] At the most recent census of 2016, the population of the rural district was 7,070 in 2,216 households. The most populous of its 31 villages was Chalu, with 1,846 people.[2]
