It is linked to directly by the talk page, which states we should refer to it in any future disputes over the use of MoE, wherein it is resolved that because the MoE applies to both data points of the poll (ie: Clinton's % AND Sanders' %), the method for detecting a statistical tie between two numbers is to see if they are within twice the MoE of each other. This was extensively and rigorously applied and referred to last time there were many states with polling that was in the range of this topic's concern. This is no new interpretation, but the accepted and historic method for this page, the republican page, and generally all of statistics.
