I see you referred to MOS:ALBUM#Formatting, but even on album articles, we would use logical quotation (WP:LQ). That article also talks about sentence fragments, which don't necessarily need to include punctuation inside them: "If the quotation is a single word or fragment, place the terminal punctuation outside." As Metacritic's website does not include punctuation there (and just says "Generally favorable reviews from # Critics"), we would not put punctuation inside the quotes.
