Indeed that may be true but it is based on the fact that the burden of proof in on the uploader to provide the full and proper information during uploading. Most of us don't have time to go around fixing image information much of which we don't know the answer to. If I see a few images that look like they are valid but just missing some info the uploader can easily provide I tend to leave a note, however some uploaders do drive- by uploading and disappear so deletion is the only answer because we can never fix them.
