The participant is engaged in vandalism in the article, dedicated to GUAM. I have provided a reference to the charter that organization move to use only english as working and official language in 2014. In that reference is a quote of Ukrainian Minister of Foreign affairs Mr Pavlo Klimkin, located on worldwide well known websites. However, the participant is continuing to remove referenced content, ignoring the rules. Therefore, I can conclude that the participant is a vandal.

That was just a proposal from Pavlo Klimkin. Azerbaijan has rejected that proposal. You should know that a charter is much more important than private opinions. The website of GUAM still operates and news are publishing both in russian and in english. And one more time, read the official charter (here is the link: http://guam-organization.org/en/node/450) Open the article 17 and read it: "English and Russian are official and working languages of GUAM.".
