Please note: What is the subject of the sentence? The subject is "an investigative report". There are two verbs, spliced by a comma. The first verb phrase is "raised questions", which you seem happy to leave in. The second verb phrase is "while noting". Note that both verbs apply to the subject. This is a factual statement. It is my stated intent to keep this article balanced, showing multiple sides of the topic. If someone erased the negative aspects, I would also revert that. Please read WP:BLP and WP:NPOV.
