It is curious this wasn't the Ormskirk Rural District. Google gets a couple of hits in a newspaper archive in 1897 for "Ormskirk Rural District". It doesn't appear to have even been particularly badly shaped for that name: it surrounded Ormskirk on three sides. List_of_Rural_Districts_in_England_and_Wales_1894_-_1930 shows it was the only undivided Lancashire rural district to get a different name than its RSD.
