Discussion on Whether University Park is an actual City:

University Park is a city? I don't think so. University Park is just an area within the city of Dallas. Just like the Bronx is not a city, but rather a part of New York City. NationalPark 22:00, 29 July 2007 (UTC)[reply]

University Park and Highland Park are both officially separate from Dallas (UP is incorporated as a city, HP as a town). I believe that there were attempts to annex in the past that failed, so they maintain completely separate city government, including schools, police, taxes, etc. The one confusing thing is that the USPS doesn't have a post office in the Park Cities; when I lived there they routed all the mail through one of two Dallas post offices. For this reason, putting Dallas on mailing addresses speeds delivery in my experience, so many mailing addresses are given this way. — Laura Scudder 05:15, 30 July 2007 (UTC)[reply]
I was born and raised in Dallas and lived in the area all my life and always thought Highland Park, University Park, Oak Cliff, Lower Greenville, Deep Ellum, etc. were just names that described certain neighborhoods within the city of Dallas. But you are right. According to some other sources, including handbook of Texas online, University Park was refused annexation by Dallas in the 1920s due to costs of sewer, garbage, fire and police. Therefore we have the whole "City of University Park" existing inside the City of Dallas, The "city" has only 3.7 square miles of land, which is just a few city blocks. Strange.
