I don't think a one-off special has sufficient additional material to stand as an article on its own. If moved to the article namespace, The PAZ SHOW: THE CASE OF THE MISSING VOICE would in all likelyhood fail to meet Wikipedia's notability criteria, and be deleted. Ok, I don't know what was up with this article, but in my opinion, none of it made sense. I removed some stuff. If I removed anything important dealing with the characters than please add it back, but I have watched this, I don't remember Carrot being a doll, she was Rabbit's little sister.
