Rivalry[edit]
He was up for the top job, along with William Parker. Parker won, and Brown never fought it, or undercut him, acting as a loyal second-in-command as Chief of Detectives untill Parker’s death. This, as well as his skills in the job, meant that for the public there was only one choice for Parker’s successor.
