I will leave it to fellow wikipedians to carefully consider the person the article is about in particularly whether this meets notability criteria based on independent coverage and if assertions are not strong seek to strengthen those assertions by assisting in expressing what’s in the citations as it is written in what is considered neutral encyclopaedic style about a deceased individual.

It is irrelevant whether the claim of notability within the article is not sufficient for the notability guidelines. If the claim is credible, the A7 tag can not be applied.
