I actually had that idea myself today - but in the end, its a NZ$40 million project taking several years, affecting hundreds of thousands of people, and taking up 20% of the article at most. I've got no problems with trimming it after its all done and dusted, and those parts that ended up being not really relevant in the long run can go, replaced by what actually happened.
