In the Papal States[edit]

This was in Rome. Rome was in the Papal States. It was established in the Papal States.John Pack Lambert (talk) 17:37, 29 June 2016 (UTC)[reply]

It depends on whether one is adopting a view of where the place was or where the place is. Most modern sources address things related to where they are now. I.e., a book would be about buildings in Italy, not about buildings in the Papal States. If you really want the Papal States one, it could be in both as a compromise.
