Note[edit]

I removed the useless note that "explained" that someone awarded for the United Kingdom is necessarily not an Indian citizen. It makes no sense to add this note to only one case and not use a note template. Why not add this asterisk to Subrahmanyan Chandrasekhar in the same measure? The category - Foreigners/ NRIs/ PIOs, applies not just for Padma Vibhushan, but also for Padma Bhushan and Padma Shri awards, and has been mentioned in the Official government communiqué, cited here: ("This Year's Padma Awards announced" (Press release). Ministry of Home Affairs. 25 January 2010.), which clearly shows a footnote to this effect added to its official listings; personal opinions in that case are of little consequence. The state column was already removed totally from Bharat Ratna because the award website is not exactly correct sometimes with regard to the states. It may be the case that he was a resident of Karnataka at the time, but that is difficult to verify and not worth the endless changes (not talking about you but a lot of IPs) on the award pages. The individual articles are better suited for residency questions, so I think it would benefit the article if the state column was removed here as well. Is the Padma Vibhushan awarded by the President or by the Government of India[edit]

There have been edits by Ktdk recently claiming that the Padma Vibhushan is 'awarded' by the President of India, however the source he cited merely claims that the award is 'presented' by the President. The source also says the following, "Government has conferred Bharat Ratna Award on 45 persons till date." which alludes to my claim that the President is merely presenting these awards on behalf of the government. Given the importance of this article I deem it necessary to be completely sure about the facts before making any important changes. Ktdk, I am not disagreeing with the fact that the award is presented by the President of India. The question here is who has the authority to give the award?
