Not sure if questions should be used in this way[edit]

In the opening section, there's this text:

... the message delivered by a series of insidious phonecalls made to the elderly Dame Lettie Colston and her acquaintances. Who is making the calls and why? The recipients reflect on their past lives while they try to identify the culprit.

I don't think the sentence phrased as a question should be there. Could anyone please tell me if I'm wrong, and also please tell me how to phrase it correctly, if I'm right?
