Needs updating[edit]
This article needs serious updating. The reference given lists 19 "boroughs", not just 5, and since the reference was published, Kristiansand has been merged with two other municipalities recently. Furthermore, I contest the use of the term "borough" for Norwegian "bydel". These municipal subdivisions are noe self-governing in any way~ an does not have any elected bodies.
