If you peruse the list of past presidents of the Canadian Space Agency, you'll notice that several come from military- or business-related backgrounds, not "purely scientific" backgrounds. Sylvain Laporte was a computer science major who served in the military, Walter Natynczyk (armed forces) studied business administration, and Guy Bujold is an economist and former civil servant. You may also wish to note that Wikipedia talk pages are primarily meant for discussing editing-related issues, not for critiquing the hiring choices of space agencies.
