Copyright of article from 2014 to 2016[edit]

I've tagged the article with {{copypaste}}. It appears that the present (2014–2016) version of the article is primarily a straight copy-paste from http://www.ilga.gov/commission/lrb/lrbnew.htm on the Illinois General Assembly website. It contains substantial material known to be first published after 1989 in the United States, in a state that does not automatically release its work into the public domain.

Details: That web page, while it establishes that the Illinois Compiled Statutes are in the public domain, does not say that the web page is itself public domain. It also says that it is based in part on a 1918 book (which would be public domain) but also "a 1999 web page written by Richard C. Edwards. A version of the 1999 web page appeared in Illinois Libraries, Vol. 75, No. 3, April 1993, published by the Illinois State Library." The "1999 web page" apparently refers to an older version of this web page itself: see https://web.archive.org/web/20050124030036/http://www.ilga.gov/commission/lrb/lrbnew.htm for that. Richard C. Edwards was the Executive Director of the Legislative Reference Bureau.
