Including some primary source material here, in case it helps anyone who is researching further on Peterson. The Sacramento District USACE provided this information about Hattie Scott Peterson, but could not identify whether/where it had originally been published:

"In the fall of 1954, she became the first woman engineer to be employed by the Sacramento District. Beginning her District career, Ms. Peterson worked in the Hydrology Section of the Sacramento Engineering Department, involved in forecasting floods, designing navigation projects and researching flood control issues. As a female pioneer in the District, she became an advocate for breaking into the so-called "men's professions" and participated in public support for more women to choose engineering careers. Through these efforts, she set an example of professionalism and courage for all that followed. Her entry into the Corps came at a time when the agency's movement toward cultural diversity was still in its infancy. Yet, Ms. Peterson's integrity, technical performance and fortitude were of such quality that she overcame all such barriers to achieve her career goals. Her determination to grow, personally and professionally, would not be diminished by the challenges she faced. Instead, Ms. Peterson developed a well-earned reputation for professional success and personal stature within the Sacramento District. It is for this reason; the District celebrates Ms. Peterson's attributes and the inspirational legacy she has left behind.

The Hattie Peterson Inspiration Award is an honorary award dating to 2002, recognizing those U.S. Army Corps of Engineers Sacramento District employees who have been an inspiration to others in overcoming challenges to achieve personal and professional success."
