Large chunks of this feel like they were originally in French and run through something like Babelfish without being proofread by someone who actually speaks English natively. I would try cleaning it up myself, but I have no idea what it's supposed to say in some parts, am not sure what the original said, and don't have a lot of confidence in my guesses. Maybe someone with better French than mine could sort it out using the French version of the article...
