According to this Windsor Star blog post, the current flag has remained unchanged since it was introduced in 1971. An attempt was made to change it in 1992, but that failed. "That flag was modelled on the Canadian flag with blue bars on each side to represent the water and a shield from the city’s coat of arms in the middle but it was not adopted." Based on that, it seems this article needs to either cite sources, or be corrected. However, you mention a star, and I also recall a star. It could be that the Windsor Star is wrong.
