Notability is established? I fail to see how your logic works here. First this phrase has been said long before 9/11. Using "junk" to refer to genitals is fairly common slang. Just because a few people or articles used a word, in this case "junk" in connection with some topic, doesn't usurp that word or phrase's general meaning. This article is like an article that says "Keep the tip" and associating it with getting a takeaway pizza. I could probably find references where "keep the tip" is used in regards to ordering pizza, but the phrase has meaning outside of that narrow scope. Any phrase becomes "notable" under your thinking if a handful of authors use it in connection with some topic. You know what's junk? This article.
