The section regarding the Peck Panel is of especially poor quality and looks to have been machine translated, possibly from German. More scholarship is needed in this area. It is somewhat surprising that there is not more controversy surrounding a right-wing American judge recommending such generous and wide-spread leniency to so many severe war criminals and human rights violators.
