We (Debian) have been able to get into touch with the original author of cc65, John R Dunning, and he has given his permission to distribute his portions of the code under the same Zlib license as the rest of the code, see: https://github.com/cc65/cc65/commit/aeb849257277a6b98542de8579697b81c6dd70e6

It were only John R Dunning's contributions that made the sources partially non-free. All further contributions to the code were made under the patch acceptance policy by Ullrich von Bassewitz: http://www.cc65.org/oldindex.php#Contribs
