Toll access[edit]

Not necessarily true. Looking at the Big Four carriers, AT&T^[1] do free calling to 4 of the 5 US territories -- GU, MP (CNMI), PR and VI (and for some reason, they exclude AS). That said, Verizon^[2], T-Mobile^[3] and Sprint^[4] appear to me to charge for AS, GU and MP (but not PR and VI). I'm assuming a la carte (pay per use) rates.
