I have looked at IDC and SMB, but neither of the two disambiguation pages appear to link to articles that is correct in this context; nor does the Seychelles article provide much help. Could either the original creator of this article, or someone with knowledge about this subject, please expand the text and / or provide appropriate wikilinks? The article is copied verbatim from the single source it cites. As the assertion that this is public domain text is correct, this does not AFAIK constitute a copyright infringement.
