Settlement?[edit]

What ist wiki definition of settlement? Why is for instance Lucija, Piran "a settlement in the Municipality of Piran" and why Črnuče isnt't a settlement in the Municipality of Ljubljana? This sentence is dubious: "ending its existence as an independent settlement" Those reforms ended its existence as an independent municipality, not settlement. The buildings still stand.

By this definition I believe Črnuče is a settlement.
And no longer an independent settlement. Lucija, Piran has not been annexed by the town of Piran, but Črnuče was annexed by the city of Ljubljana. Doremo (talk) 13:02, 5 January 2016 (UTC)[reply]
That is exactly what I'm asking... Is there a legal difference or what? How can one tell?
You can check the webpage of the Slovenian Statistical Office. Lucija is listed because it is an independent settlement in the Municipality of Piran. Črnuče is not listed because it was annexed by the City of Ljubljana (which is one of several settlements in the City Municipality of Ljubljana), ending its existence as an independent settlement. Aha, I see, thanks. Maybe it's worth ensioning that in 1994 i thnik the local KS communities set the referedum for "municipality of Črnuče", which was then overruled by the Constitutional court of Sloveia. I believe it has something to do with the status of "settlement". Here: "Predsedniki svetov KS Franc Ravbar, KS Črnuče Gmajna, KS Rezke Dragar in KS Nadgorica Ježa pa v svoji pobudi navajajo, da so 9.3. 1994 na skupnem zboru občanov sprejeli sklep o določitvi skupnega referendumskega območja za ustanovitev samostojne občine." http://odlocitve.us-rs.si/documents/d6/12/u-i-94-942.pdf
