Categorization[edit]

I don't understand the category scheme here.

Category:Cumberland, MD-WV MSA is defined by the Census Bureau. Then there's the category: Category:Places located in Cumberland, MD-WV-PA. Where is Cumberland PA? Every town that's in the MSA is also categorized in the other category. So is "Cumberland, MD-WV MSA" a part of "Cumberland, MD-WV-PA"?
