Apparently not. I just checked German template and two of them don't have the template, #6 Rainer Schüttler & #9 Matthias Bachinger. Currently, Simone Bolelli is #3 in Template:Top ten Italian male singles tennis players, but there is no template in his article. Obviously, it does not make sense of even having these if not put on the respective pages.
