A removal candidate. A very early promotion that hasn't aged well - uncited text, excessive use of Livy and Polybius, and one section is almost entirely just a block quote from Polybius. This needs significant work to get back to the criteria. It's beyond my institutional knowledge, but it really looks like the A-class rating for this one predates parts of the ACR system.
