The purpose of the template namespace, per Wikipedia:Template namespace, is to store [...] Wiki markup intended for inclusion on multiple pages and unused or single-use templates fundamentally fail that purpose. These templates each only have 1 article transclusion (And some are not used at all), with significant length titles making it a barrier to edit some of these articles (Especially with the ward specific templates: Example) if any of the data / references would need to be altered / updated. The result of the discussion was speedy delete. The template has been nominated for speedy deletion as a test page. It's difficult to assess what the creator of the page intended, but it's unambiguously clear that it was not for any purpose to do with contributing to the encyclopaedia, and I have decided that some sort of editing test is likely, so I have accepted the speedy deletion nomination. Delete. This is as blatant an attempt to use Wikipedia as a web host as I have ever seen. If it were in user space it would be speedily deleted under WP:CSD#U5, and I see no reason why the same shouldn't apply to other namespaces, but alas it doesn't.
