Request reason:

I request unblocking my IP address since I only access the internet through my personal VPN server I run with the dedicated IP address. I was supposed to be globally unblocked, but somehow Wikipedia is now blocking again before the 1 year cycle has expired?

Decline reason:

No block on this account, and without knowing your IP I can't be much help. But even if I did, I would still suggest instead that you follow the instructions at WP:IPECPROXY and request IP block exemption via email.
