This is incorrect. Press releases are copyright protected. Just because the instance issuing a press release authorizes its reproduction doesn't mean it renounces copyright.

Of course, you could argue that since reproduction is authorized, we can re-use the material on Wikipedia. This is unfortunately not the case, as any text placed on Wikipedia, except for clear and limited direct quotations marked as such are also open for edition, modification and removal by any editors. A company issuing a press release does not, unless explicitely stated otherwise, authorize any changes in their press release.

As such, this material, as is, is unsuited for Wikipedia. In order to build an article on Hincks-Dellcrest Centre, you can either start one in your own words without using the copy / paste function at all, or try to obtain permission from the Centre following the precise steps highlighted on WP:PERMISSION.

The problem with me was that in every post-USSR country there was a very free interpretation of copyright laws, especially regarding the concept of a "brief quotation". I want to be clear, so I'll start by answering a question you didn't ask. Copying or translating content from another source is a copyright concern. If you are copying or translating content from another Wikipedia page (or another Wikipedia project), that's perfectly fine so long as you attribute the source. WP:COPYRIGHT has more details. Now, to answer the question you actually asked. You should be careful here. However, if you are copying content from another Wikipedia source (perhaps, from a different language version), you can safely assume there are no copyright concerns and you are explicitly permitted to do so, provided you properly attribute your copy/translation. For example, you copy content from, say, the Greek version of Wikipedia. You need to attribute your copy, noting that you took the content from the Greek version. If we later discover that the Greek version of the article committed a copyright violation (and assuming it wasn't you who committed the copyright violation), we wouldn't hold that against you.
