To change your user page simply press edit at the top of that page and begin entering text. You can choose any layout you want, you can just begin by writing some information about you. If you want to have a small column with illustrated information about you, you can use the Babel system. You can find detailed information here: Babel

For example the code for my box is: {{Babel-6|ro|en|ru-2|de-2|fox|SI}}

The first number after Babel is the number of boxes you will have,, followed by the individual boxes. The Babel page will explain the various choices or you can look at other users and see what code they have. Every box will have a small abbreviation. For languages write the first two letters and if that is not your native language write a dash and a number from 1 to 5 to indicate your level of proficiency. Then you have many other choices such as fox for Firefox users, and an infinite other number of categories that can describe you. Just remeber that when you add a category you have to change the number next to Babel.

I took the liberty of creating a sample page for you so you can just expand that page.
