Here are the peer review notes I made for you based on what is currently in your sandbox
Lead
New paragraph in the lead section goes into greater detail on how these programs can benefit immigrant students. Also, alludes to potential challenges that may arise when implementing these programs though no specific examples are provided in the lead. This has the effect of leaving the reader in favor of MLE programs after reading just the lead section, maybe make an earlier reference to one of the potential challenges.
Components of MLE
The extra information you posted here, such as plurilingualism, gives a better idea of what impact strong foundations and strong bridge have on students. I would try to rework the new sentence you added to the strong bridge section though, something like below:
Plurilingual education works by having students develop multiple languages at once. Instead of using on just one language, it uses language skills of 2 (or more) languages to bridge the gap. see Plurilingualism
Stages of MLE
Once again you added well sourced information that highlights the benefits of MLE programs, this time not just for students but the long term benefits of these programs as well. For the sake of balance it might be interesting to point out any challenges that countries like the US or China have encountered while trying to get these programs implemented.
