Yes they may, however they may not additionally "out" people on their talk pages. I may have reflexively reverted a talk page blanking but the IP in question had been repeatedly making what can only amount to Personal attacks and WP:BLP violations. DSRH |talk 18:58, 5 November 2009 (UTC)[reply]
