Yes, I have heard this before, that pictures can not be uploaded if the Wiki account is just created, but I am unfamiliar with the details. Have you also tried https://en.wikipedia.org/wiki/Wikipedia:File_Upload_Wizard , and could you give this a try? Thanks for the corrections made to the Anthony J. Culyer lemma‎. As to your question, you can start uploading a picture here at commons.wikimedia.org. Make sure you are logged-in.

As to the other suggestion, you might want to read Wikipedia:Conflict of interest. The general idea is, that you don't expand your own article. In the selected publications section, a short listing has been given of the most cited works. These listings are generally kept at short length here.
