Because of this error, I also tried to create my account via VPN but after I found the info that VPN method for creating Wikipedia account is also banned, I stopped to try again and I choose to instead of trying to fix by myself this mistake to try to contact you about this problem. I'm sure that I didn't break any rules or anything to be banned.
