Request reason:

Caught by a colocation web host block but this host or IP is not a web host. My IP address is 66.167.126.10. This is a Peet's Coffee, a very busy one in the heart of downtown Oakland, California. Lots of people use it for Internet access every day, because it has free WiFi and lots of outlets. It's my most common access point, and I'm a constructive editor (e.g., this was me, from a semi-nearby library). 66.167.126.10 (talk) 15:18, 21 June 2019 (UTC)[reply]

Decline reason:

This IP is in a range used as a webhost; editing from a webhost is not permitted due to the potential for vandals to evade detection and blocking. The block log also notes that such a vandal has used this range. You will have to edit from a different physical location with a different IP address. 331dot (talk) 16:03, 21 June 2019 (UTC)[reply]

If you want to make any further unblock requests, please read the guide to appealing blocks first, then use the {{unblock}} template again. If you make too many unconvincing or disruptive unblock requests, you may be prevented from editing this page until your block has expired. Do not remove this unblock review while you are blocked.

To have an exemption to range blocks, you have to have an account and be able to show a significant need for an exemption and a significant contribution history. Typically, this is only done for users editing from countries whose governments block access to Wikipedia, like China. 331dot (talk) 16:07, 21 June 2019 (UTC)[reply]

@331dot: But I'm not using a range, I'm using a specific IP address, which does not appear to change for this location. Just block the sub-ranges above and below it. I do have an account, since 2005, with 150K+ edits; I just don't login to it on public WiFi for security reasons. 66.167.126.10 (talk) 19:02, 22 June 2019 (UTC)[reply]
Then I would suggest creating an additional, alternate account that you use only when using public Wi-Fi(example: "331dot-public") which is a permitted reason for alternate accounts. You are free to make another unblock request for someone else to review but I think it unlikely to succeed. 331dot (talk) 19:59, 22 June 2019 (UTC)[reply]
