So, even though this IP geolocates to the Dept. of Homeland Security, you're claiming that it is a computer at a local public library. And, that this library only has the one computer and it's the only computer you can use. You have absolutely no other means of accessing WP, or the internet. No cell phone or any other device. No friends or family with a computer or device you can use. No other public libraries in the area with computers. No internet cafés. Absolutely no other access, what-so-ever.
