Rav Yissacher Meir was Rosh Yeshiva in Yeshiva Hanegev in Netivot. Rav Yissacher was born in Lemberg, Ukraine in 1927. He was one of the first students of the Ponevhezer Rav, Harav Yosef Shlomo Kahaneman.

As a young man he was a Rosh Yeshiva in Morocco. Eventually, he settled in Netivot, and literally transformed the desert into a bustling Makom Torah. The Rosh Yeshiva never merited Children, but would often say that he had thousands of children, referring to his students. He died on a Sunday, January 12 after a severe battle against Pneumonia. His funeral was attende by tens of thousands of people paying tribute to their beloved Rosh Yeshiva. Eulogies were giving by, Harav Shmuel Montag, Rav of Netivot; Harav Gershon Eidelstein, Rosh Yeshivah in Ponevezh; Harav Shmuel Auerbach, Rosh Yeshivas Maalos HaTorah; Harav Arye Finkel, Rosh Yeshivas Mir Brachfeld; Harav Yitzchak Ezrachi, Rosh Yeshivah in Mir; Harav Avraham Ratzon, a Rav in Yeshivas Hanegev and one of Rav Meir’s first talmidim; Harav Dovid Lev, Rosh Yeshivah in Yeshivas Hanegev; Harav Aryeh Levi, Rosh Yeshivah in Yeshivas Hanegev; Harav Moshe Shirkin, menahel of Yeshivas Hanegev; Harav Eliyahu Breverman, Rosh Yeshivah in Yeshivas Ner Zerach, Moshav Zarua; and by his nephew Rabbi Chananya Tcholak, chairman of Ezer Mizion.
