New template for non-IPs?

Could anyone make a new template, slightly modified, that could be used on new users that fight vandalism? It could be called "Template:Welcome-vandalism-fighter". If you removed the paragraph after the helpful links, and changed the sentence that says, "Please sign your comments on talk pages using four tildes (~~~~); this will automatically produce your IP address (or username if you're logged in) and the date," to "Please sign your comments on talk pages using four tildes (~~~~); this will automatically produce your username and the date," (emphasis added) it would work as a regular user welcome template. Unfortunately, I have no experience editing templates, and would probably mess up if I tried. If anyone could take my changes and make a new template, that would be great.
