Since then, a man has been charged with kidnapping her and is suspected of killing her, but he has never been indicted. -- What's that supposed to mean? David Carl Phelps was convicted of (not just charged with) the kidnapping in 1991, and was sentenced to life in prison. The conviction was held up in 1998. His motions for post-conviction relief since then have all been denied, and as of 2016, Phelps was still trying to have it overturned.[1] That latest motion was unsuccessful, like those before it.
