Mansion tax

This passage is tendentious and needs citaion or deletion:

"Cable continued to rise in status within the party until doubts were first raised about his judgement after his idea for a much mocked "mansion tax" when he appeared unable to understand the likely practical difficulties with such a tax. Goan, Indian or Kenyan?

Is this accurate? 'Cable's first wife was Olympia Rebelo, a Goan Roman Catholic.' Or is it just a bit imprecise? Elsewhere she is described as 'an East African of Goan origin' which is certainly imprecise, not least since Goa is an Indian state and East Africa isn't a country. So Mrs Cable may have been 'Kenyan of Indian background', or perhaps just 'Indian'. Or maybe something else?
