"Viện" is a classifier indicating that the noun being indicated is an institution, so it can be treated like an article in English. However, "bảo tàng" by itself means "to preserve", so while it can be understood that a museum is meant, it looks like a case of lazy writing (a recent phenomenon in Vietnamese).
