In 1985, British scientists discovered that there regularly was a severe lack of Ozone above Antarctica. As a result, countries ratified the Vienna Convention, or the Convention for the Protection of the Ozone layer. Twenty countries signed the treaty, and agreed to exchange information on the matter as well as encourage research, and take "appropriate measures...to protect human health and the environment against adverse effects resulting or likely to result from human activities which modify or are likely to modify the Ozone Layer".
