Actually, in 1927 the agency was called the "Foreign Commerce Service", not the "Foreign Commercial Service". The Foreign Commerce Service existed formally from 1927 to 1939. The "Foreign Commercial Service" name didn't appear until passage of the 1980 Foreign Service Act.
