Respecting "Countries such as Wales, Azerbaijan, Catalonia and New Zealand have all modeled their language instruction on the ulpan" Neither Wales or Catalonia are countries, they are states o regions of United Kingdom and Spain.

Doh! The UK and Spain are States. Wales and Catalonia are countries or regions, depending upon your political point of biew. Catalonia is officially recognised, along with Galiza and the part of the Basque Country recognised as such within the Spanish State as "historical nationalities" according to the trems of the Spanish Constitution.
