Hall realised the proposed dam would be an expensive white elephant[edit]

It makes it sound like it was the right thing to do and to some extent excuses Hall for that choice he made, which resulted in an election due to lack of majority. Even if it was the right choice, it is irrelevant. The wording is a minor change and removes no content, I don't see how an objection could be made to my alteration. But hey, as is already stated, it is not a big issue by any means, and it's not something I really wish to challenge and get in to if there is opposition.
