It appears that someone has made this article just because they found a broken link to it. This needs some serious attention or deletion. (shouldn't it also be bititanium trioxide?)

Hi Jake95. Yes, you are right, hence the appropriate tags {{importance}} and {{inorganic-compound-stub}}. But we chemists have a lot of these articles on the list, still waiting to be expanded. The title is fine, inorganic salts are generally named like this (or, if there is only one oxide known, simply "metal oxide" (the stoichiometry comes from the normal oxidation states).
